In the BLUE scenario, the International Energy Agency proposes to cut current global CO2 emissions from fossil fuels to 50% (of 2005 levels) by 2050, reducing levels from 28 to 14 billion tons per year.
The plan calls for the development and adoption of seventeen advanced energy technologies. In power generation it calls for carbon capture and storage, nuclear power, onshore and offshore wind, biomass, photovoltaics, concentrated solar, integrated gasification of coal, and ultra-supercritical coal steam cycles. It also calls for energy efficiency (in buildings and appliances), and solar heating of water and space. In the area of transportation, the BLUE scenario envisions energy efficiency, biofuels, electric and plug-in hybrids, and hydrogen fuel cell vehicles. In industry it calls for the development of hydrogen and fuel transformation, carbon capture and storage, and motor systems.
The actions proposed in the IEA BLUE scenario will require a global revolution in the ways that energy is supplied and used and far-reaching new policies in the energy sector.
- Focuses on cutting CO2 emissions from fossil fuel use.
- Includes increasing energy efficiency.
- Includes implementing and increasing renewable energy.
- Does not address cuts in total emissions through reducing deforestation.
- Does not address carbon capture and storage through afforestation and soil management.
- Does not address changes in individual behavior, settlement patterns, and other social shifts.
